HRMS in Egypt: payroll, attendance and core HR built for Egyptian labour law

Orgarise is an HRMS built in Egypt for companies in Egypt. Payroll applies Egyptian income-tax brackets and social-insurance contributions as configured rules, the salary structures carry what Law 14/2025 requires, attendance calendars enforce the legal hour limits, and every contract, letter and payslip is produced in Arabic with an English version for group reporting. Implementation and support come from our Cairo office.

Built for Egyptian labour law

The rules below are configured in the system, not handled in a spreadsheet next to it. When a decree changes a rate or a threshold, the rule is updated once and every payroll run follows.

Law 14/2025

The 2025 labour law's requirements, including the mandatory annual increment on the social-insured wage, live in the salary structures, so compliance is a configuration rather than a memo.

Income tax brackets

Progressive brackets, exemptions and the annual reconciliation are modelled in the tax engine; net-to-gross reverses an agreed net salary into the exact gross.

Social insurance

Employee and employer contribution shares on the insured wage, with the wage floor and ceiling that the authority updates each year, applied per employee and reported per entity.

Working hours and rest

Eight hours a day and 48 a week, weekly rest days and overtime rates are enforced in shift calendars, so violations surface before they become penalties.

Arabic contracts and documents

Employment contracts, HR letters and payslips are generated in Arabic from the employee record, with English versions where the group needs them.

Leave and settlements

Annual, sick and casual leave entitlements and final settlements follow the statutory formulas with a breakdown the employee and the auditor can both read.

How it runs in practice

An Egyptian payroll month, start to finish

From the first punch to the bank file and the insurance report, here is what the system does and what your team checks.

  1. 1

    Attendance closes

Shift calendars enforce the 8/48-hour limits; overtime and shortages are calculated and posted.

  2. 2

    Salary structure applies

Basic, allowances and the Law 14/2025 increment resolve per employee, including backdated changes.

  3. 3

    Tax and insurance

Income-tax brackets and social-insurance shares apply on the right wage, with floor and ceiling.

  4. 4

    Payslips, bank, reports

Arabic payslips reach the app; the bank file and the insurance and tax reports come out of the same run.

Result

Payroll becomes a review of exceptions instead of a rebuild of the month, and every figure can be traced to the rule that produced it.

Frequently asked questions

Does Orgarise calculate Egyptian income tax and social insurance correctly?

Yes. Brackets, exemptions, contribution shares and the insured-wage floor and ceiling are configured rules, updated when the authorities change them, and applied to every payroll run.

How does it handle Law 14/2025?

The new law's requirements, including the annual increment on the insured wage, are modelled in the salary structures, so they apply automatically instead of being tracked by hand.

Is the system in Arabic?

Fully. Interface, documents, payslips and reports are Arabic and English, and every employee chooses their own language in the portal and mobile app.

What does it cost for a company in Egypt?

Cloud list prices are per employee per month in USD and drop by headcount band; see the pricing page for the calculator. Enterprise and on-premise are quoted.
